Although the majority of unconfirmed addresses
are legitimate, PayPal offers confirmed addresses as an additional
layer of fraud protection. Confirmed addresses help prevent stolen
credit cards and identity theft. For example, a credit card billing
address is confirmed because PayPal can check that the address is
the same as the address on file at the credit card company.
